Both hand warmers are built the same way and work identically. The difference is run time, and it comes down to one question: how long are you outside in one stretch?
The standard 12-hour hand warmer covers a ski day, a hike or a shift outdoors. Open it in the morning and it lasts until evening. For most uses it is enough, and it is the cheaper of the two.
The 24-hour XL is for anything longer, or where swapping is a problem. On a hunting stand you do not want to be rustling packaging at dusk. On a multi-day trip, every gram you do not carry twice counts. And if you simply hate being cold, take the XL – it never stops too early.

All hand warmers come from The HEAT Company. Inside there is iron powder, activated carbon, salt and water. When you open the airtight pack, oxygen reaches the contents and the iron oxidises – the same process as rusting, only much faster. That reaction produces the heat. A short shake speeds up the start.
This explains two quirks. First, an opened hand warmer cannot be stopped, but it can be slowed – seal it in an airtight bag and the reaction slows down. Second, inside a tight jacket pocket it runs cooler than in open air, because less oxygen reaches it. That is physics, not a fault.
Hand warmers belong in a jacket pocket, a glove or a backpack – not directly against the skin. Unlike heat patches they have no adhesive side and are not designed for it.

No, they are single-use. Once the iron powder has fully oxidised, the reaction cannot be restarted. You can slow it down though: sealed in an airtight bag the reaction pauses, and the remaining run time is still available later.
